Why a 1.92 factor is not a 92% raise

Today you get basic pay plus 60% DA. When the 8th CPC starts, that DA is folded into the new basic pay and restarts from 0%. So compare the new basic with basic + DA today. For the minimum pay of ₹18,000, that is ₹28,800 today:

FactorNew minimum basicIncrease per monthReal hike
×1.83₹32,940₹4,140+14.4%
×1.92₹34,560₹5,760+20.0%

×2.57₹46,260₹17,460+60.6%
×2.86₹51,480₹22,680+78.7%

The same percentages apply to every level, because every basic pay is multiplied by the same factor.

What the fitment factor is and why it matters

The fitment factor is the number your current basic pay is multiplied by to get your new basic pay when a pay commission is implemented. If your 7th CPC basic pay is ₹56,100 and the fitment factor is 1.92, your 8th CPC basic pay would be ₹56,100 × 1.92 = ₹1,07,712. Every allowance that is a percentage of basic pay (DA, HRA, transport DA, NPS) changes with it.

The 1.92 figure that is widely discussed comes from two parts: DA of about 60% being merged into basic pay (×1.60), and a real increase of about 20% on top (1.60 × 1.20 = 1.92). Staff federations have asked for higher factors, while some analysts expect lower ones. For comparison, the 6th CPC used 1.86 and the 7th CPC used 2.57.

The real hike is smaller than the factor suggests

A factor of 1.92 does not mean a 92% raise. Today you are paid basic pay plus 60% DA, so ₹18,000 basic is really ₹28,800. At 1.92 the new basic is ₹34,560 and DA starts again from 0%, so the increase is ₹5,760 a month, or 20%. At 2.28 the real increase is 42.5%, and at 2.86 it is 78.8%. The same percentages apply at every pay level. See the increase for your level on the 8th Pay Commission salary hike page.

When will the fitment factor be decided?

The 8th Pay Commission was constituted on 3 November 2025 and must submit its report within 18 months, so by about May 2027. The Government then decides the factor. The effective date is not officially fixed, but the new pay is widely expected to count from 1 January 2026, with arrears for the months in between. Frequently asked questions

What is the fitment factor in the 8th Pay Commission?

It has not been announced yet. Estimates discussed range from about 1.83 to 2.86, with 1.92 the most widely quoted. The Commission will recommend a factor and the Government will decide.

How is the fitment factor calculated?

A common way is to merge the current DA into basic pay and add a real increase. With DA at about 60% and a 20% increase, the factor is 1.60 × 1.20 = 1.92.

What will the minimum salary be at a 1.92 fitment factor?

The minimum basic pay of ₹18,000 would become ₹34,560. At 2.28 it would be ₹41,040, and at 2.86 it would be ₹51,480.

What were the fitment factors in earlier pay commissions?

The 6th Pay Commission used 1.86 and the 7th Pay Commission used 2.57.

Is the 1.92 fitment factor confirmed?

No. 1.92 is the most widely quoted estimate, not an official figure. As of October 2026 the 8th Pay Commission has not announced a fitment factor; analyst estimates range from about 1.83 to 2.46, and the staff side (NC-JCM) has asked for 3.833.

Does a 1.92 fitment factor mean a 92% salary hike?

No. DA of 60% merges into basic pay and restarts from 0%, so the real increase over today's basic + DA is 1.92 ÷ 1.60 − 1 = 20%. At 2.28 it is 42.5% and at 2.86 it is 78.8%.

When will the 8th Pay Commission fitment factor be announced?

The Commission was constituted on 3 November 2025 and must report within 18 months, so by about May 2027. The Government decides the final factor after that.
